Professional Land Development Services in Atlanta, Georgia

Land development engineers for commercial and residential projects in Metro Atlanta

Land development is a capital-intensive decision. The engineering behind it determines whether your project becomes efficient and profitable, or complicated and expensive.

Mack Engineering has built a refined land development process focused on one outcome: helping you move forward with confidence. When your project is engineered correctly from the beginning, it becomes easier to finance, easier to build, and easier to defend.

If you are still shopping for land, start with land development tips: shop for property with your engineer, not after.

What land development services does Mack Engineering provide in Atlanta?

Mack Engineering specializes in Civil Engineering and Stormwater Design for:

  • Residential Developments
  • Commercial Projects
  • Industrial Facilities
  • Agricultural Conversions

Every project is engineered with a disciplined focus on cost control, regulatory compliance, and long-term performance.

Our land development scope covers feasibility reports, concept site plans and zoning exhibits, land disturbance permit plans, grading and utility design, stormwater design and hydrology studies, erosion and sediment control with NPDES permitting and compliance, septic and sanitary sewer design, and construction management through final plat.

How does the land development process work with Mack Engineering?

Over years of working with developers, investors, and property owners, we have structured a repeatable process that eliminates risk early and strengthens your position before you ever break ground.

1. Property Reality Check (Before You Commit)

Many development problems start before purchase.

We often get involved during due diligence to evaluate:

  • Whether zoning supports your intended use
  • What density or yield is realistically achievable
  • Grading feasibility and cut/fill balance
  • Stormwater limits
  • Utility access and extension costs
  • Access and frontage limitations

This early review helps you avoid buying a property that looks promising but cannot efficiently support your project type.

2. Engineering with Construction Costs in Mind

Every grading line and pipe location affects your budget.

Our approach prioritizes:

  • Balanced earthwork to reduce dirt export/import
  • Efficient stormwater system design
  • Smart utility routing
  • Logical site access and circulation
  • Practical infrastructure layouts

The goal is not to overdesign. It is to engineer a solution that works in the field without unnecessary cost.

When your plans are grounded in construction reality, your project budget becomes more predictable, and that predictability strengthens your financial presentation.

3. Design That Supports Your Financial Narrative

When you present your project for financing, clarity matters.

Your plans should demonstrate:

  • Logical development yield
  • Efficient land use
  • Manageable infrastructure scope
  • Code compliance
  • Realistic grading strategy

We design with the understanding that you will need to explain and justify your project to decision-makers. Clean, rational engineering supports that conversation.

4. Permitting Without Chaos

Permitting delays create uncertainty. Uncertainty increases cost.

Our team of Professional Engineers manages:

  • Civil plan preparation
  • Stormwater calculations
  • Agency coordination
  • Submittals and revisions
  • Technical responses to reviewers

We structure submittals to anticipate common review comments, minimizing unnecessary cycles and maintaining momentum.

Why hire land development engineers with development experience?

There is a significant difference between drafting a plan and engineering a profitable development.

Civil engineers without development experience often produce:

  • Excessive grading
  • Oversized stormwater systems
  • Inefficient lot layouts
  • Infrastructure that inflates construction cost
  • Missed opportunities for improved yield

Mack Engineering operates with direct experience in private equity and investment-backed development. We understand how design decisions impact ROI, timeline, and overall project feasibility.

Engineering should support your investment strategy, not undermine it.

When should you bring in a land development engineer?

Involving your civil engineering team before you purchase land can:

  • Protect earnest money
  • Clarify true development potential
  • Identify hidden infrastructure costs
  • Strengthen your purchase negotiations
  • Provide data-backed feasibility

Many property listings highlight potential. We evaluate reality.

Who handles commercial and residential land development at Mack Engineering?

Mack Engineering is supported by multiple Professional Engineers capable of managing projects of varying scale and complexity.

We provide:

Our team is structured to guide projects from initial feasibility through final construction without fragmentation.

How does Mack Engineering evaluate a development site?

Because of Mack’s background in the private equity and investment space, we approach land development differently.

We look at projects through both a technical and financial lens:

  • Is the grading rational?
  • Is the infrastructure efficient?
  • Does the yield justify the cost?
  • Are we preserving margin?

That discipline strengthens your position when presenting your project to lenders, partners, or stakeholders.

What do you get when Mack Engineering is involved early?

When Mack Engineering is involved early and consistently, your project benefits from:

  • Reduced risk exposure
  • Clear and defensible engineering
  • Controlled construction costs
  • Predictable permitting
  • A stronger overall development strategy

Frequently asked questions

What does a land development engineer do?

A land development engineer takes a property from feasibility through construction: confirming zoning and yield, laying out lots or building pads, designing grading, roads, utilities, stormwater and erosion control, preparing the land disturbance permit set, coordinating county and state reviews, and supporting construction through final plat or certificate of occupancy. Mack Engineering provides all of that in-house for residential, commercial and industrial projects in Metro Atlanta.

What is the difference between civil engineering and land development services?

Civil engineering is the design discipline: grading, drainage, utilities, stormwater and site plans sealed by a Georgia professional engineer. Land development services wrap that design in the full project process, including due diligence, zoning strategy, permitting, agency coordination, cost control and construction oversight. Mack Engineering provides both, so one team carries the project from the first site visit to closeout.

How long does land development permitting take in Metro Atlanta?

It depends on the jurisdiction and whether rezoning is needed. Since July 1, 2026, Georgia Senate Bill 447 gives local issuing authorities 45 days to issue or deny an initial land disturbance permit, 20 days after the first resubmittal and 14 days after later resubmittals. Rezoning adds a public hearing with 15 to 45 days of published notice. A clean first submittal from an experienced engineer is the biggest factor in keeping the total timeline short.

Does a commercial land development project in Georgia need an NPDES permit?

Yes, if the project disturbs one acre or more, or is part of a larger common plan of development that does. Coverage under Georgia EPD general permits GAR100001, GAR100002 or GAR100003 requires a sealed Erosion, Sedimentation and Pollution Control Plan prepared by a GSWCC Level II certified design professional, an NOI filed at least 14 days before construction, and a land disturbance permit from the local issuing authority.

Which counties does Mack Engineering serve for land development?

Mack Engineering is based in Alpharetta and serves developers across Metro Atlanta and North Georgia, including Fulton, Forsyth, Cherokee, Cobb, Gwinnett, Hall and Dawson counties and the cities of Atlanta, Alpharetta, Milton, Roswell, Johns Creek, Cumming, Canton, Woodstock, Holly Springs, Ball Ground and Kennesaw.

How much does land development engineering cost in Atlanta?

Fees scale with acreage, intended use and the number of approvals involved, so Mack Engineering quotes each project as a fixed fee after a scoping call. As a starting point, a feasibility report runs from a few thousand dollars for a small residential lot to $8,000 to $25,000 for a 5 to 20 acre commercial parcel. Full land disturbance permit design is quoted separately once the concept plan is set.
